Madhya Pradesh Cabinet approved the initiation of the "Chief Minister Sugam Parivahan Seva" to ensure better, safer, and more organized transportation services for both urban and rural areas of Madhya Pradesh.

This new scheme will provide structured bus services on common and rural routes, following a comprehensive planning system that determines traffic flow, route surveys, and bus frequency. The services will be organized with the support of private sector operators, ensuring a regulated, safe, and accessible transport system for citizens.

A budget allocation of ₹101.20 crore was approved for this initiative, which includes the formation of a State-level holding company to oversee the new transport system. Currently, 20 cities in Madhya Pradesh have public transport systems operating under special purpose vehicles (SPVs), with 16 of them functioning. These companies will now merge into seven regional subsidiaries, which will come under the control of the newly formed state-level holding company. The merger and restructuring will allow better coordination of services and enhance the quality of passenger experience.

As part of the plan, the state government also approved amendments to the Madhya Pradesh Motor Vehicles Rules, 1994, to incorporate the new provisions for efficient transportation services. The new system will feature a robust IT platform for seamless coordination between bus operators, real-time bus tracking, electronic ticketing, and cashless transactions. These enhancements will ensure better transparency, smoother operations, and a more reliable experience for commuters.

Key Features of the Sugam Parivahan Seva:

  • Public-Private Partnership (PPP) Model: The state will collaborate with private operators to offer efficient and transparent bus services.

  • IT Integration: A dedicated IT platform will be developed to handle e-ticketing, route management, and tracking of buses.

  • Service-Level Agreements: Key Performance Indicators (KPIs) will be implemented to monitor and regulate the quality of service.

  • Infrastructure Upgrades: Bus depots, terminals, and charging stations will be developed and maintained by the holding company with the help of local municipal corporations.

  • Green Initiatives: Electric buses and eco-friendly solutions will be promoted under the initiative.

Additionally, the Cabinet approved the establishment of regional training centers and the development of last-mile connectivity solutions, such as multi-modal transport options, including buses, taxis, autos, and e-scooters.

Revision of Government Employee Allowances Approved

In another significant development, the Cabinet gave approval for the revision of various allowances for government employees in Madhya Pradesh. This revision is expected to result in an additional annual financial burden of approximately ₹1500 crore on the state government. Key updates include:

  • House Rent Allowance (HRA): 10% for employees in Class A cities, 7% in Class B cities, and 5% for employees in Class C and D cities.

  • Other Allowances: Travel, vehicle, and daily allowances will see increases in line with the cost index.

  • Family Benefits: In case of death of a government employee, a family relief fund will be provided at a higher multiplier, ensuring up to ₹1.25 lakh.

Ancient Bamberbaini Temple in Chhatarpur Declared as a Sacred Site

The Cabinet also made a decision to declare the ancient Bamberbaini Temple site in Chhatarpur’s Lavkushnagar village as a sacred area. This move aims to preserve the historical and cultural significance of the region, ensuring that it remains a site of reverence for pilgrims and tourists alike.
